ABLE Commission Licenses for Your Oklahoma Event: A Simple Guide
Oklahoma's Alcoholic Beverage Laws Enforcement (ABLE) Commission oversees all alcohol licensing in the state. If you're planning an event with alcohol, knowing a little about these licenses helps you choose a bartending team with confidence.
Here's a straightforward guide to the licenses that matter for your event, and what to look for.
Event Bartender License ($55)
This is the license most mobile bartenders need. It lets the holder work as a bartender at a private event like your wedding, party, or corporate gathering.
What it requires:
- The bartender must be 21 with photo ID.
- The application is submitted at least 20 days before your event.
- The bartender must complete ABLE-approved server training.
ABLE is currently offering free, in-person training sessions across the state, including at Tulsa Technology Center and ABLE headquarters in Oklahoma City. Most sessions fill quickly, since demand has been high since the Marissa Murrow Act passed.
Employee License (about $30 to $50)
This is required for anyone involved in the "service, mixing, or sale" of alcohol under a licensed establishment. It's valid for 2 years.
A couple of details worth knowing: the holder must upload their server training certificate within 14 days of the license being issued, and bussers and hosts who don't handle alcohol service are exempt.
Special Event License ($55/day)
This one is for organizations and nonprofits selling drinks at events, for up to 7 days. If your event is public (advertised in any way), you may need this or a Public Event License (about $75).
Server Training Requirements
Every licensed bartender must complete an ABLE-approved server training course covering:
- Oklahoma alcohol laws and regulations
- Responsible service practices
- ID verification techniques
- Dram shop liability
The training is valid for 3 years and costs $8 to $15 through approved third-party providers like TIPS, ServSafe Alcohol, and ACE (Oklahoma Restaurant Association).
Age Requirements
| Age | What That Person Can Do |
|---|---|
| 16 | Sell beer and wine at grocery/convenience stores |
| 18 | Obtain Employee License; serve beer/wine from original containers; serve premade cocktails prepared by a 21+ bartender |
| 21 | Mix, prepare, and directly serve spirits and cocktails; obtain Event Bartender License |
How Licenses Are Filed
All ABLE Commission applications now go through the online Accela portal. Plan on at least 20 days for Event Bartender License processing. The ABLE Commission can be reached at 1-866-894-3517 or at their Oklahoma City office at 50 NE 23rd Street.
What to Confirm Before Your Event
When you're hiring a bartending company for your Oklahoma event, it's worth checking that:
- Every bartender holds an active Event Bartender License.
- All staff have completed ABLE-approved server training, current within 3 years.
- The company carries general liability and liquor liability insurance.
- They can give you a Certificate of Insurance naming you and your venue.
At Bar-Key, we handle all of this before our team ever sets foot at your event. Every bartender is licensed, trained, and insured, and we'll provide a COI to your venue without you having to ask.
We Carry the Compliance for You
"Your venue portal keeps our licensing, insurance, and run sheet in one place, right alongside the run sheets from your other vendors," explains Bar-Key founder Patrick Wilson. The ABLE Commission requirements are detailed, with caterer licenses, special event permits, and server certifications, but when you hire Bar-Key or Boomtown, all of that is handled for you.
For events with guests under 21, we love setting up a dedicated station of mocktails and non-alcoholic drinks so they feel just as celebrated. It is a thoughtful touch rather than a legal requirement, and it is part of how we take care of everyone at your event.
